[Warden Filter]
Steph reminded me of this yesterday – welcome back, Steph! – and I realized we hadn't had a formal discussion about what to do with Toshiko.

I know there have been threats of violence, and I think we can all agree that none of us want to see her hurt, even if we're angry with her. Therefore, I want to recommend that she's escorted by at least one warden every time she's out of her own cabin. This probably isn't going to be fun for anyone but it's for her own safety. There's also the possibility that someone under the duress she's going through might attempt self-harm or suicide, so any wardens who work with her will have to be on the lookout for that. Is there anyone who'd like to volunteer? [Please don't let Mark be the only one with his hand raised; he can't exactly safeguard Tosh in the bathroom or the shower.]

Secondly, Iris and I have been discussing a, uh, public forum with Toshiko, basically. Consider it a hearing, or at least a chance for her to explain her thought process and actions. This isn't necessarily a completely therapeutic act, although this is something I'm planning on working through with her. As a social worker, it's my opinion that the people on board who were hurt or upset by her actions deserve an explanation – sort of like the Truth and Reconciliation Committee after apartheid, although this is obviously not racially motivated. So I want to reiterate: not a punishment, but still a necessary part of the healing process.

As for an actual punishment, I'm not sure what the regular procedure is on the Barge. I know she's already served a week in Zero, although that might not have been very corrective. So... is there anything else humane and productive you can think of that might be worth exploring?

Lady, have you met 'us?' You just got a mass murderer in your ranks. And at least I graduated-- don't tell me a warden's never come in fresh with a higher body count than mine.

No fuck she betrayed your trust, that's how a lot of inmates wind up here. Yeah, she used the entire boat as a weapon and she needed that taken away.

But you will never punish her enough to fix what she did. Stripping her down to nothing won't build her victims up any. You are wasting your time.

The only difference between her and any other psycho tyrant we get here is that all her victims are here. And you're one of them, so how about you stop pretending you got any emotional distance to bring 'justice.'

We're the fucking wardens, we have care available to us, we have agency, we can fix our own shit without using her as a target. But trying to offer aid to the inmates, that's hard, that's not as easy as playing legal.

Offering justice is offering aid. It's damn hard to find closure when you see the person who victimised you get off with a slap on the wrist. [And yes, there's a damn lot of bitterness sharpening her voice.]

And there's a big difference between having a bloody past and doing that shit here. To the people you're supposed to protect. [She knows there's some hypocrisy in the words, considering what she might have done to Cain, but she doesn't really care.]

There isn't a difference between her and anyone else who took a shit on their responsibilities except that you're the one who got dirty! You don't get to set a precedent for her because you're offended!

You heard what Kiddo wants to do to her. You think she'd be happy with less? No? Then maybe we have to heal Kiddo instead of acting like there's some middle ground that's gonna help.

There really is, love. She volunteered to be 'ere. She signed on to protect people 'ere. She got given power that she used to 'urt people and undermine all of us.

Bea were mouthing off. She knew when she said it none of us would let that 'appen, but she and the others that've been 'urt still need us to take 'em serious. This is about healing.

And no inmate's ever done that before, volunteered for a job and abused their power-- but that was back there, and this is here, and location's all that matters.

I am taking them seriously. I was there, I was an inmate for her little power trip, remember? Do you know how much like a caged animal I felt? Do you know what I want to do to her right now?

But it wouldn't help. It won't heal me, it won't heal the people who took it the worst. And if I let you people decide to cut her up just a little because it makes you feel better then maybe next time it's one of my people. Maybe next time you're not stoned when you take Davros' throat out and that's okay because fuck, maybe he deserved it.

I graduated because I wasn't willing to let this place have wardens like that.

You're not usually this dramatic, lovey; cut 'er up? I don't see anyone 'ere suggesting that. What Mark and me'll be doing is listening to 'er. Letting 'er 'ear some of stories. That's all.

I'm specifically talking your suggestion to make her feel their pain, get in her head. That's just damaging her, even if it doesn't show on the surface. It'd be harm, you know it would be.

Just listening? Maybe. I don't see it ending well. I don't see it being enough. I imagine a lot of shouting.

That were a suggestion, not an order, and I don't see any sign of 'er picking it up.

No, well, nothing's ever going to be enough for every bugger, is it? Mark an' me'll cut off anyone doing too much shouting. We're trying our bloody best 'ere.

Just don't see how anything more is anything but special treatment one way or another. I don't want her to get capped in the shower, I don't want to see her walk like it was no big, and where she is now is about as far in either direction as I think we could go.
